Personal Profile
Tore Hoel is a Norwegian researcher affiliated with Oslo Metropolitan University, Norway. Dr. Hoel has been publishing extensively on aspects of privacy and ethics related to learning analytics and learning technologies. He has also made contributions to international standardisation in the field of learning technologies, also working with a number of standards experts from China. In the last 8 years Hoel has made several scholarly visits to China, working together with East China Normal University, Beijing Normal University, and Shanghai Open University.

He has also made contributions to international standardisation in the field of learning technologies (metadata, learning analytics, privacy, and blockchain) in CEN WS/LT and ISO/IEC JTC1/SC36.

Hoel has participated in a number of EU funded projects, focusing on learning technology foresight (TEL-Map), competency frameworks (iCoper), learning analytics (LACE), open educational resources (NordicOER), eLearning environment development (ODS), and others.

In the last 10 years Hoel has made several scholarly visits to China, working together with East China Normal University, Beijing Normal University, Shanghai Open University and others.
